How we know

Xcout Intel loads the US Department of Labor's PERM disclosure files since FY2020 and counts the cases in each fiscal year, with the employers that filed them and the wage each offered.

What this does not show

  • A certified PERM application is not a green card: it is the labor-certification step, after which the worker still needs an approved petition and a visa number.
  • This page answers the volume question rather than "which companies file the most": the public view of the report lists each group's top companies by H-1B filings, not by PERM, so a PERM ranking from it would be partial.
  • The latest fiscal year is in progress, so compare it with earlier years only pro rata.
